Customs Clearance in Azerbaijan: The Documents Importers and Exporters Need

Commercial invoice, packing list, transport document, certificates and the right HS code — a practical checklist for smooth customs clearance.

Most customs delays come down to paperwork. When documents are complete and consistent, clearance is usually straightforward. This checklist covers the documents typically required for imports and exports in Azerbaijan; the exact set depends on the goods and the procedure.

Core documents

  • Commercial invoice — seller, buyer, description, quantity, value, currency and Incoterm.
  • Packing list — packages, weights and dimensions that match the invoice.
  • Transport document — bill of lading (sea), CMR (road) or air waybill (air).
  • Contract — the sales or supply contract behind the shipment.

Documents that depend on the goods

  • Certificate of origin — for preferential treatment or where origin rules apply.
  • Phytosanitary and veterinary certificates — for plants, food and animal products.
  • Hygienic and conformity certificates — for regulated product groups.
  • Special permits or licences — for controlled goods.

The customs declaration

The declaration brings it all together: tariff classification (HS code), customs value, origin and the chosen customs procedure — import, export, transit or a special procedure. Duties and taxes are calculated from these elements.

Common mistakes to avoid

  • Different weights or quantities on the invoice and packing list
  • Vague descriptions such as “spare parts” or “samples”
  • Missing certificates for regulated goods
  • Incorrect or outdated HS codes

How a customs broker helps

A broker checks documents before the cargo arrives, determines HS codes, calculates duties in advance and handles the declaration and clearance operations.

Viking Group helps importers and exporters with customs clearances: compiling all types of customs declarations, preparing accompanying export documents, obtaining certificates and permits and consulting on HS codes. See Customs Brokerage.
